❗️First of all, The New Code of Conduct Bylaw 4805 allowing the public to file complaints against Council Members is on the Agenda for 2nd and 3rd reading. They had 1st reading on Mar 4 2024 but it was NOT on the March 18 2024 agenda, no explanation given. It may get passed at this meeting or Council can send it back to administration to make adjustments. It will be interesting to see what happens.

❗️❗️Second - Mayor Clark Wants Answers pg 271

Mayor Clark had a request for information to be placed on the March 4 agenda.

She wanted to know:

For each of the years 2020, 2021, 2022, and 2023:

a. the number of City employees paid or reimbursed for living expenses;

b. for each employee (by job title or position) paid or reimbursed for living expenses:

i. the duration for which they were paid or reimbursed for living expenses;

ii. the itemized living expenses for which they were paid or reimbursed;

iii. the amounts they were paid or reimbursed for living expenses on an itemized basis;

iv. the employee’s position type (i.e., permanent part time, permanent full time, temporary, etc.).

c. the total amount of living expenses paid out or reimbursed.

2. For each of the years 2020, 2021, 2022 and 2023:

a. the basic terms of all severance agreements, including the precise sums, the date of the severance agreements, and the job title or position of the individual severed.

A detailed accounting of all funds reallocated by the City Manager in 2023, pursuant to Section 20 of the Administrative Organization Bylaw, Bylaw No. 4662, or otherwise.

🦝Remember the Trash Panda told you about the $565k spent in 2023 from the CAO Contingency Fund for “City Hall Security, space and furnishings, fixtures and equipment upgrades”. No details were given in the Audit Committee Agenda Packet as to what the money was spent on. Not one person on the Audit Committee asked questions about it - Chair Darren Hirsch, Vice Chair Shila Sharps or Alison Van Dyke. Questioning the Queen is very dangerous!🦝

3. Staff turnover statistics for each of the years 2020, 2021, 2022, 2023, by month.

4. The City Manager’s 2023 itemized expenses and P-Card statements.

5. Each Managing Director’s 2023 itemized expenses and P-Card statements.

Even Premier Smith has weighed in saying on Friday April 5 2024

“I’ve asked our minister to make sure that we’re looking at the legislation to see if we need to give better guidelines...It really shouldn’t be used as a way of just scoring political points from one council member who disagrees with another.”

Medicine Hat City Council members must be sh-tting bricks right about now.

🎗One last item – City Manager/ Queen Ann Mitchell is sponsoring the renaming of Boardroom 2-1 to the Ted Grimm Conference Room to honour the past mayor, paying for it out of the CAO Contingency Fund ($500).

The renaming was first proposed in 2001 by council but nothing was done.

Ted Grimm passed away in 2022. The Briefing Note (pg 269) says

“It is timely for Council to again consider the informal direction provided in 2001 to undertake the renaming in his honour.

In 2022, a draft Briefing Note was prepared recommending that Council approve the renaming of Boardroom 2-1. The minutes from the December 19, 2022, Regular meeting indicate that Councillor Hirsch paid tribute to the late Mayor Ted Grimm, but no formal motion was adopted.

In March 2024, City Clerk Randle spoke with the Grimm family to inquire whether they would be supportive of the renaming of the boardroom. They expressed their support and would be honoured to see the change occur.”

Of course I think former Mayor Ted Grimm should be honoured but I‘m a wee bit cynical and find the timing very convenient. They’ve had over a year since the last renaming proposal.

Did they have this sitting in their back pocket for a time when they needed a good deed to polish their reputation?

Could this be an attempt to calm the turbulent waters after the Municipal Mutiny?

Are the landlubbers getting a wee bit seasick after they created the shitstorm?
